A life long resident of Pine Bluff, Judge Brown is an active member of the Pleasant Grove Baptist Church, where he serves as a deacon, a member of the Harold Flowers Law Society, and the NAACP.

He earned a Bachelor of Science degree in accounting from the University of Arkansas at Pine Bluff, and he earned a law degree from the University of Arkansas at Little Rock – School of Law.

He has served as chief legal counsel for the Arkansas Employment Security Department, Chief Deputy Prosecuting attorney and Deputy Prosecuting attorney for Jefferson and Lincoln Counties, and tax account for Phillips Petroleum Company.

He was appointed by the Supreme Court Chief Justice to serve on the Arkansas Supreme Court Access to Justice Commission and the Supreme Court Committee for Continuing Legal Education.

Judge Brown is former District Judge of Pine Bluff, Arkansas, from January 1, 2001, to December 2008.

He is married to Shelia, and they have three children.
